This is a command formation, not a campaign name. It has a commanding general, a multinational staff and a headquarters that can pick up and move, and it has run the Coalition fight against Islamic State since 2014. The campaign it prosecutes, Operation Inherent Resolve, has its own separate entry.
Combined means several nations contribute forces to it. Joint means several American services do. The task force reports through United States Central Command, which is why the move of its headquarters and the departure from Erbil Air Base were announced by the same command on the same day.
