The Central Emergency Response Fund (CERF) is the UN's pooled fund for fast humanitarian financing. The UN General Assembly established it on 15 December 2005, and it began work in March 2006. The Emergency Relief Coordinator, WHO heads the UN's humanitarian office OCHA, manages it.
Governments, companies, foundations and individuals refill it each year with voluntary contributions. About two-thirds of its grants go through a rapid response window for sudden crises, and the rest go to chronically underfunded emergencies.
That design gives it a particular role in outbreaks. No standing, pre-funded mechanism covers an Ebola epidemic of the 2026 size, so most money waits on pledging meetings and then on each donor's budget process. CERF grants are released on the relief chief's decision rather than through a pledging round, as its August 2026 Ebola allocation showed.
CERF's Ebola cash is already allocated
CERF's 2026 Ebola money has a published allocation record. UN News reported on 14 August that the UN's emergency relief chief had released a further $30.5m from the fund, on top of $24m already allocated to DR Congo and its neighbours. Africa CDC's pledge table lists CERF at $90m, behind the World Bank, the Pandemic Fund, CEPI, Germany and the United Kingdom.
The gap between promise and payment now defines Ebola finance. After a G20 foreign ministers' meeting in New York on 23 September, pledges stood at about $3bn, but Africa CDC published no disbursement figure and said it would extend its Financial Tracking Mechanism to follow each pledge through to delivery.
