Bali's arrival numbers are still climbing, and at £1.15 a head the levy is too small to keep anyone off the fast boat. Klungkung Regency has priced the demand rather than rationed it. Where it may do better than its neighbours is collection: the regency takes the money at the point of entry to the islands, and a visitor arrives by boat through a handful of harbours.
