Background
Zaragoza is the capital city of the Aragón autonomous community in north-eastern Spain and the administrative centre for the region that has become Spain's largest data centre cluster. Amazon Web Services' 30-building campus spans Zaragoza and surrounding municipalities. The Tribunal Superior de Justicia de Aragón (TSJ Aragón), where Ecologistas en Acción filed Spain's first data centre lawsuit in April 2026, is also located in Zaragoza.
Zaragoza's strategic location between Madrid and Barcelona, its logistics infrastructure, and its existing industrial base have made it attractive for large-scale data centre investment. The city benefits from relatively affordable land and energy costs compared with Spain's main coastal metros. The Aragón cluster's expansion has positioned Zaragoza as a secondary European data centre hub alongside established markets in Dublin, Amsterdam, Frankfurt, and London.
