Background

Virginia's 1st District runs from parts of Henrico, Hanover and Chesterfield counties outside Richmond, across the Middle Peninsula and the Northern Neck, to Williamsburg and York County. The 2026 contest uses the lines the Supreme Court of Virginia adopted on 28 December 2021, which two court-appointed special masters drew after the redistricting Commission deadlocked. Democrats' push for a mid-decade redraw ended on 8 May 2026, when the state Supreme Court voided the authorising amendment 4-3; on the redrawn lines that never took effect, Cook Political Report had rated the seat Safe Democratic.

Republican Rob Wittman held the district in 2024 by 56.3% to 43.5%, while Trump carried it 51.8% to 46.9%.

His 2026 opponent is Democrat Shannon Taylor, WHO won a seven-way primary on 4 August with 53% of the vote. Sabato's Crystal Ball moved the race to Toss-up on 29 September, in one of three Virginia rating changes that day.
