Semnan is a province in northern Iran, lying east of Tehran on the route towards Khorasan. Its provincial prison system, run out of the city of Semnan and including Shahrud Central Prison roughly 400km from the capital, sits well outside the closer public scrutiny that facilities in Tehran attract.
That distance from the capital is part of why the province, rarely in national news, became a point of reference in wartime coverage on 1 August, when Shahrud Central Prison executed Arvin Kheirkhahan, arrested during January's protests, on a moharebeh conviction, with no advance notice given to his family . Human rights monitor Hengaw reported the case, which surfaced only once the family was told to collect the body rather than through any official announcement.
Semnan's prison system, rather than the province's wider population or economy, is the durable reason it now appears in coverage of Iran's wartime judicial record.
