Santa Teresa, a Doña Ana County border community abutting the Santa Teresa Port of Entry, is the site of Project Jupiter, a $165 billion OpenAI-Oracle data-centre campus. New Mexico's State Land Commissioner Stephanie Garcia Richard has twice rejected Energy Transfer's Green Chili gas pipeline proposed to supply it, most recently on 15 July 2026, citing $249,000 in foregone trust revenue against 10.1 million tons a year of greenhouse-gas emissions.
Construction began in September 2025 on four buildings across 1,400 acres, with more than 1,200 workers on site by spring 2026 and initial operations targeted for late 2026. At full build-out the campus could draw up to 2.5 gigawatts, and Oracle has said it expects to create over 4,000 construction jobs and 1,500 permanent operational roles.
Project Jupiter is one of five sites in OpenAI and Oracle's wider Stargate programme, a $500 billion US AI-infrastructure push. Local opposition has centred on water scarcity in a region where farmers and communities already contend with strained supplies, making the pipeline dispute a proxy fight over the campus's broader resource footprint.
