The bill imposes a one-year freeze on state environmental permits for data centres with peak demand of 20 MW or more, creates a separate large-load utility rate class, requires an 18-month environmental impact review framework, and sets renewable-energy targets of one-third by 2030. If Hochul signs it, New York becomes the first US state with a statewide data-centre moratorium in effect; Maine passed a similar bill but its governor vetoed it.
