The Premium Residency Center is the only Saudi body that handles premium residency. It is administratively and financially Independent and linked to the Council of Economic and Development Affairs.
The centre was set up in 2019 with the Premium Residency system approved by the Council of Ministers. At launch it offered a permanent residency for 800,000 riyals and a renewable one for 100,000 riyals a year. Since June 2026 holders have needed a Qiwa work permit before taking a job, a rule that set no grace period.
Its role has grown from issuing permits to administering holders' dealings with the state. Since 22 September 2026, primary holders' work contracts register through Qiwa and dependants' through Ajeer, while property transfers run through Najiz and rentals through Ejar.

The 31 services launched on 22 September 2026 tie a premium resident's working and property life to existing state platforms. Primary holders register work contracts through Qiwa and dependants through Ajeer; property transfers run through Najiz, rentals through Ejar, and vehicle imports join the same system.
The package follows the June 2026 rule that split work rights out of the residency itself. Holders must now obtain a separate work permit, costing 100 riyals plus employer fees, before taking a job, and that rule set no grace period. The new services give the centre one channel through which those permits and contracts now pass.
