Background

The Office for Students counted 36.6% of English higher education providers (102 of 279) forecasting a deficit for 2025-26 in their own Annual Financial Return, published 14 May 2026. A separate November 2025 figure covers the same year: a modelled scenario, run without mitigating action against autumn 2025 recruitment data, found 45% of providers (124 of 279) in deficit. One is a self-reported count; the other, a downside model. Neither replaces the other.

That November 2025 modelling forecast the deficit share falling to 41% (114 providers) in 2026-27 as inflation-linked fee rises took effect, against providers' own lower self-reported forecast of 23% (64 providers) for that year (OfS, November 2025 update, Table 4).

The Office for Students regulates financial sustainability, quality and access across English higher education. Both figures feed into how ministers and the sector judge its resilience as the fee rise takes effect.
