Odisha is a state on India's eastern coast with a population of more than 40 million people; its capital is Bhubaneswar.

On 24 July 2026 the state government committed Rs 14,257 crore, about $1.5bn, to a Sovereign AI Park in Bhubaneswar, signing with builder HCLTech and model partner Sarvam AI, with state financial assistance folded into the outlay and operations targeted from 2028 . For a state of 40 million, the commitment is a direct fiscal stake in becoming a domestic AI-infrastructure hub rather than a pure real-estate or tax-incentive play.

The deal makes Odisha a new entrant to India's state-level AI-infrastructure competition, outside the Gujarat and Maharashtra axis that has taken most such announcements so FAR.
