Dunlap carries the Democratic banner in Maine's 2nd district in 2026. His route to the nomination drew national attention: Roll Call reported on 4 June that Real Change PAC, a Republican-linked Super PAC, had spent $402,000 attacking Joe Baldacci, the Democratic Congressional Campaign Committee's preferred candidate, at a time when Dunlap held only $93,000 in cash. The spending was aimed at the primary, not at him, and nothing in the reporting ties Dunlap to it.
Before becoming State Auditor he served as Maine's Secretary of State. In that office he sat on President Trump's 2017 election Integrity Commission and went to court for access to its records, a dispute that resurfaced on 30 September 2026 when the watchdog American Oversight sued the Department of Homeland Security over the evidence behind a federal claim of 250,000 non-citizens on voter rolls.
That record gives him a direct stake in the 2026 fight over federal voter-roll claims: he has already litigated one such inquiry from inside it.
