Francis Donovan

General Francis L. Donovan is a United States Marine Corps officer who became Commander of US Southern Command (SOUTHCOM) in February 2026. SOUTHCOM is the combatant command responsible for US military activities in Central and South America and the Caribbean, including operations relating to Cuba. Donovan's appointment placed him at the centre of US military posture toward Cuba at the moment of the most significant escalation in Cuba policy in decades. On 29 May 2026 he met Cuban General Roberto Legra Sotolongo in what was the first confirmed military-to-military contact between the United States and Cuba during the 2026 crisis; Legra Sotolongo described the meeting as positive.

Donovan commands a headquarters whose portfolio in Cuba includes Naval Station Guantanamo, the staging point for the 24th Marine Expeditionary Unit's fast-rope insertion drills announced by SOUTHCOM on 11 June 2026. The coincidence of the Guantanamo exercises with the back-channel contact reflects two signals running simultaneously: a rehearsed show of force and a diplomatic conversation at the military level suggesting neither side seeks an uncontrolled escalation.
