Why couldn't EU leaders agree on shipping protection at the Cyprus summit?
Background
The EU Cyprus summit was an informal gathering of EU heads of state held on 23-24 April 2026 in Cyprus. The agenda included Article 42.7 EU mutual defence clause discussions in the context of Hormuz shipping disruptions, but a proposed working group on allied-flagged shipping protection did not make it into summit conclusions.
Article 42.7 obliges EU member states to aid any member attacked or threatened; its invocation for the maritime crisis would have been unprecedented. Consensus failed, reflecting divisions between member states with significant Iran trade exposure and those pressing for a harder line.
The summit produced no binding Iran instruments. Its significance is the absence of a coordinated EU maritime protection framework, leaving European shipping dependent on US CENTCOM operations rather than a distinct EU naval contribution.
