Iran's Atomic Energy Organisation (AEOI) said a strike on 19 July hit the Darkhovin nuclear power plant in Khuzestan province and called it a violation of international law. The International Atomic Energy Agency has published nothing on the claim, and the AEOI has released no imagery, damage assessment or strike time of its own.
Darkhovin is a reactor project under construction since 2022 on the Karun river, not an operating facility. The site has been under construction since 2022, with no radiological material known to be present, meaning a strike there would most plausibly have hit bare ground rather than live nuclear plant.
The distinction from Bushehr, Iran's one working reactor, carries the weight of the claim. Bushehr has drawn repeated allegations this year, including a 9 July perimeter-strike claim that Rafael Grossi declined to confirm before satellite imagery later showed scars inside that complex. Conflating an unfinished construction site with an operating reactor turns a claim about disturbed soil into one about live nuclear material, and Iran has now made nuclear-site allegations twice in ten days without independent confirmation of either.
