Andy Harris is the Republican congressman for Maryland's 1st Congressional District, the only reliably Republican seat in Maryland. His district covers the Eastern Shore and parts of central Maryland. In the context of the 2026 redistricting debate, he represents the Republican seat that any Democratic gerrymander of Maryland would target, as Democrats currently hold seven of eight congressional seats and the proposed all-Democratic map would have attempted to take all eight.
