Background

Greece's AMAD registry, also rendered AMA, assigns every legally listed short-term-rental property a registration number under the tax authority AADE. From 1 July, no property in Thessaloniki's 1st Municipal Community, the city's historic and commercial core, may register for the first time; the freeze runs to 31 December.

Any flat already registered there is struck off automatically if it changes hands by sale or gift, though inheritance is exempt. Penalties for unregistered listings run to 50% of rental income, a minimum of €20,000, doubling to €40,000 on a repeat offence within the tax year.

Thessaloniki's freeze is the first replication of Athens-style containment in this registration-freeze form, layered on the licence-transfer ban Greece imposed on the city in March under Law 5275/2026.
