On 23 July the Senate Committee on the Budget was discharged of the fiscal 2027 budget resolution, one day after Ron Johnson took its chairmanship . Section 300 of the Congressional Budget Act sets a statutory timetable for budget resolutions, and once that timetable has run the committee is discharged automatically, without a vote and without anyone moving one.

H.Con.Res. 113 passed the House 216 to 214 on 22 July and reached the Senate the following day, where it was placed on the Legislative Calendar as Calendar No. 468. It has not moved since. The resolution carries the $10bn in state election-integrity and voter-identification grants that became the surviving route for the SAVE Act (the Safeguard American Voter Eligibility Act, which would require documentary proof of citizenship to register) once Speaker Mike Johnson moved it into reconciliation on 5 July .

This series treated that chairmanship on 26 July as the control point for the grants. The record does not support that reading, and the correction matters because it narrows what is actually contingent. A parliamentarian cannot rule on a measure the Senate has not taken up, so the Byrd Rule question everyone is waiting on cannot arise until Majority Leader John Thune schedules the resolution. Twelve days on, he has not.
