Key takeaway

The Bank's South West fund reaches 283 companies too small to appear in any regional funding table.

The South West Investment Fund has passed £157 million deployed across 283 businesses in three years, the British Business Bank reported on Monday 27 July 1. The fund launched in July 2023 and covers Cornwall, Devon, Somerset, Bristol, Dorset, Wiltshire and Gloucestershire.

Of that total, £75 million went in directly and £82 million followed as private co-investment, in tickets ranging from £25,000 loans to £5 million of equity. Four regional fund managers deliver it rather than the Bank itself: SWIG Finance, FW Capital, The FSE Group and Maven Capital Partners 2.

The average works out at roughly £265,000 a company, which is below the floor at which a venture fund can justify the diligence cost. That is the gap the instrument exists to fill, and the co-investment ratio is the test of whether it works: every pound the Bank put in pulled slightly more than a pound of private money behind it.

Astral Systems' £23 million Bristol round moved the whole region's annual equity share on its own . Regional funding tables are built from rounds of that size, so 283 small deals will never appear in one. Building the fund this way accepts statistical invisibility in exchange for reaching companies a headline round never touches.

Deep Analysis

In plain English

The South West Investment Fund is a British Business Bank programme that lends and invests money into small and medium businesses across South West England. It launched in July 2023, and three years later it has now put £157m into 283 different companies. About half of that money came directly from the government-backed Bank, and the other half came from private investors who put money in alongside it.

Deep Analysis
Root Causes

The South West Investment Fund reaches 283 businesses on £157m because it is structured to write many small cheques through four regional fund managers, SWIG Finance, FW Capital, The FSE Group and Maven Capital Partners, rather than one or two large ones.

That manager network, not the total capital, is what lets a fund a fraction of the size of a single mega-round reach so many separate companies.

Reaching 283 businesses on £157m shows the fund is optimised for reach across many small companies rather than for large single bets, the opposite profile from the mega-rounds dominating this update's other headlines.

Nscale chose the New York Stock Exchange for its listing on 18 September, putting Britain's largest AI infrastructure bet to American public investors rather than British ones. Open Cosmos took the opposite route four days earlier, raising nine figures from an all-domestic syndicate on five years of profit, evidence that staying is possible when the balance sheet allows it.

Committee chair Dame Chi Onwurah wrote to government on 7 September asking how Matt Clifford's conflict at ARIA arose and what safeguards protect its governance, and expects a detailed response. Her question has not yet been put to the Sovereign AI Unit, whose own chair sits at a venture capital firm while overseeing state AI equity.
The Entrepreneurs Network
The Entrepreneurs Network
The Entrepreneurs Network's founder survey found 65% say Britain is easy to start a business in but only 14% say it is easy to scale one, with 82% negative on tax and 74% finding investment hard to access. On this reading the constraint is regulation and tax, not the capital-vehicle design the state keeps adjusting.
New Economics Foundation
New Economics Foundation
The New Economics Foundation argues fiscal accounting rules, not political will, cap what Britain's state capital vehicles can do. Matching the KfW and Bpifrance benchmark of 1% of GDP would need the National Wealth Fund to deploy roughly GBP21bn a year by 2028-29, about four times its current capacity.

The CMA's 8 September report on public procurement asked whether Britain's roughly GBP400bn state-spending system is built to grow high-potential firms rather than simply widen SME participation. Its Recommendation 5 calls for a dedicated frontier-technology procurement framework, an official acknowledgement that today's design may serve the wrong target.
Highland Europe
Highland Europe
Highland Europe, the growth-equity firm behind a €1bn-plus fund, took €65m from the British Business Bank into its Technology Growth Fund VI on 30 July via British Patient Capital. For a Geneva-based growth investor, the Bank's cheque is routine cornerstone capital, unrelated to which Whitehall department currently claims to sponsor UKRI.
