The province has never collected the levy reliably. Immigration officers hold no power to pursue a tourism charge, so Bali has been asking visitors for money nobody at the border could compel them to hand over. Routing the prompt through the carrier puts it in front of the passenger before landing, in the one setting where a captive audience is already listening to announcements.

Koster put 2026 receipts at Rp235 billion so far, paid by roughly 43% of foreign visitors against 35.4% in 2025⁠2. Last month's briefing recorded receipts trailing arrivals. The new figure answers that gap without closing it, because more than half of the visitors the province counts still pay nothing.

He did not say whether that share is measured against every foreign arrival, or against visitors liable once statutory exemptions are stripped out: transit passengers, children under two, diplomatic and official visas, and permit-holding workers. The 43% therefore does not give a straight non-compliance rate. It counts payments against a denominator the province has not published.
