Berlin's Senate Department for Urban Development, Building and Housing requires online platforms to file July and August activity data through Germany's SDEP on 1 September1. Hosts carry on using the registration numbers they already hold, because technical testing held up the issue of new ones.
SDEP is the Single Digital Entry Point, the centralised federal portal through which platforms report listing activity to German authorities. Berlin's fourth amendment to its housing-misuse law took effect on 17 June, and this filing is the point at which that amendment starts producing evidence rather than obligations.
The reporting date matters more than the amendment did. Berlin can now set a listing's nights against the permission attached to it, the check the city has been writing rules about for a decade without the data to run it. For a host, the filing covers nights already let, so there is nothing left to adjust before the numbers arrive.
Eurostat's four-platform baseline of 854m nights put 2024-to-2025 EU short-let growth at 16 to 18% rather than the 11.4% previously carried, rewriting what European authorities believed they were regulating. Berlin's filing does the same job at street level, matching an address to a permission instead of a country to a total.
