Golden Global Yatirim Bankasi filed notice 1659196 with Turkey's Public Disclosure Platform (KAP) at 19:04 on the evening of 4 September, hours after the designation naming it. The persons and institutions named in the OFAC decision, the bank said, "are not customers of our bank", and it had no direct or indirect dealings with them1. Turkish broadcaster CNBC-e reported that the bank intends to contest the designation, though no challenge has been reported as filed2.
KAP is the disclosure system operated for Turkey's capital markets, where listed and licensed institutions must publish material information. A KAP filing carries obligations a press release does not. It sits in a regulated filing record, timestamped, attributable to the institution's own officers, and it can be held against them later by a Turkish regulator whatever Washington decides.
Treasury and the bank also describe different calendars. Treasury attaches no date to the conduct it alleges. The bank's own filing characterises the allegations as concerning 2022, which is the bank's framing rather than Treasury's, and neither speaker has said when the route ran or whether it was running last week. A reader cannot tell from these two documents whether the accusation is about a channel closed years ago or one open this month.
