The secretariat's guidance of 21 August 2026 gathered into one document the permissions a legal short-let home in Medellín must hold: entry in the National Tourism Registry, building-rule authorisation, compatible land use, a construction licence, tax and commercial registrations, registration with the foreign-guest database SIRE, an accommodation record and fire-safety certification. None of it was a new obligation; the requirements already sat across six agencies.
Medellín's council approved the Secretaría de Turismo y Entretenimiento in March 2024, lifting tourism out of a sub-secretariat of the Economic Development Secretariat into a department of its own.
