Background

PP-DB (Продължаваме промяната — Демократична България, 'We Continue the Change — Democratic Bulgaria') is a centre-right pro-EU Coalition formed from two parties: We Continue the Change (PP), founded in 2021 by former finance ministers Kiril Petkov and Assen Vassilev, and Democratic Bulgaria (DB), a liberal-democratic Coalition of smaller parties. PP-DB has been the primary anti-GERB, anti-corruption political formation and led Bulgaria's brief reform government in 2021-22 before being outvoted. It is a separate entity from Progressive Bulgaria (the Radev-led bloc).

In the 19 April 2026 snap election, PP-DB took 12.618% and 37 seats — a respectable opposition presence but well behind Progressive Bulgaria's 131-seat majority. Rumen Radev ruled out a Coalition with PP-DB, meaning the party sits in opposition despite sharing pro-EU and anti-corruption values with the governing bloc. PP-DB supported Bulgaria's Schengen accession (December 2024) and Eurozone accession (January 2025) and is broadly supportive of the digital-nomad permit as part of Bulgaria's EU positioning.

PP-DB's long-term significance is as the anti-GERB reform alternative with the deepest institutional track record. Petkov's 2021-22 government attempted judicial and anti-corruption reforms before falling; the party's future trajectory depends on whether it can consolidate its 12.618% base while Progressive Bulgaria governs. In the nomads-and-communities topic, PP-DB's presence in opposition without Coalition leverage means the permit is uncontested by any parliamentary bloc with either the motive or the means to remove it.
