Ofwat is the economic regulator for the water and sewerage industry in England and Wales, setting price limits and licence conditions for companies including Thames Water. It must approve, alongside a public consultation and High Court sign-off, the revised £3.35bn equity and £3.25bn debt rescue that the London & Valley Water consortium put to Thames Water on 21 July 2026. If that private rescue fails, the alternative is a Special Administration Regime, the process used for Railtrack in 2001.
