Ten agencies from seven countries named Beijing's Integrity Technology Group on 8 October 2026 as an enabler of Chinese state-linked hacking. CVERC's 2024 reports, which called Volt Typhoon a US intelligence invention, are China's standing answer to such attributions.

The National Computer Virus Emergency Response Center (CVERC) is a Chinese state agency that analyses malware. CVERC also publishes reports that contest Western accounts of Chinese state hacking.
Over 2024 CVERC released a series of reports with the National Engineering Laboratory for Computer Virus Prevention Technology arguing that US agencies had made up Volt Typhoon. The July report pinned the activity on a ransomware gang called Dark Power and leaned on research by ThreatMon and Trellix; both firms said CVERC had misrepresented their work. In October 2024, a third report titled Volt Typhoon III went further and accused US agencies of running false-flag operations against China.
CVERC's position supplies Beijing's counter-narrative whenever Western governments tie intrusions to Chinese companies. Ten agencies from seven countries did so on 8 October 2026, naming Integrity Technology Group.
