Minnesota's 1st congressional district spans the southern tier of the state, from Rochester in the east across the agricultural plains to the South Dakota border. It encompasses some of the most intensively farmed land in the United States, dominated by maize and soya production, along with the Mayo Clinic complex in Rochester that gives the district a significant healthcare-economy dimension. The seat has been comfortably Republican and was considered a SAFE hold entering 2026.

Cook Political Report moved MN-01 from SAFE Republican to Likely Republican on 18 June 2026 as part of a uniform seven-seat downgrade that ran entirely in one direction. The shift reflects commodity-price pressure on agricultural producers linked to the tariff environment that followed escalation in the Iran conflict; Cook had flagged Iowa Senate's farm-price exposure in its 3 June move and the MN-01 downgrade follows the same logic. SAFE to Likely is a meaningful step: it signals Cook sees enough structural risk to remove the seat from its automatic-hold column.

Minnesota is a presidential swing state and MN-01 routinely votes several points more Republican than the state as a whole. The district's agricultural character makes it a bellwether for how broadly tariff-driven farm-price pain is registering in rural America heading into the November cycle.
