Colombia's Foreign Ministry has set 31 October 2026 as the last day for holders of older permanent-resident visas to move onto the current regime under Resolution 9316 of 2024; its notice names no penalty for missing the date. Once the ministry updates the Visa label, the holder must obtain a foreigner identity card, the cédula de extranjería, from Migración Colombia.
Decree 4062 of 31 October 2011 created Migración Colombia as a special administrative unit: a civilian security body with its own legal personality, based in Bogotá and attached to the Ministry of Foreign Affairs. It carries out migration control of nationals and foreigners, keeps The Register of foreigners and holds judicial-police powers in coordination with the Attorney General's office. The Foreign Minister chairs its board, and the President appoints its director.
The split matters to residents: the Foreign Ministry issues visas, while Migración Colombia registers the holder and issues the identity document.
