Resolution 9316 of 27 September 2024, signed for Colombia's Ministry of Foreign Affairs, amends Resolution 5477 of 2022, the country's main Visa rulebook. It changed Articles 106 and 118 and extended the Deadline in Article 123 for transferring Permanent Resident visas.
Under its Article 3, holders of valid Permanent Resident visas granted under earlier rules must transfer them before the Visa authority by 31 October 2026. Some of those older visas carried indefinite validity.
On 15 September 2026 the Foreign Ministry told holders of old permanent-resident visas to complete the transfer by that date. Its notice names no penalty for missing it.
