NPR, where he covers voting, reported on 30 September that the Pentagon's Federal Voting Assistance Program had revised two overseas voting forms in late August through emergency approval under the Paperwork Reduction Act. The box it removed was the route to registration for citizens abroad WHO have never resided in the country, and it surfaced weeks after states had begun sending overseas ballots.
