Background
Cuauhtemoc is the central borough (alcaldia) of Mexico City, encompassing historic and commercial neighbourhoods including Colonia Juarez, Roma Norte, Roma Sur, and Doctores. It is the densest and most commercially active of CDMX's sixteen boroughs. Between 11 and 20% of all housing in Cuauhtemoc now sits on short-let platforms such as Airbnb, the highest proportion of any borough in Mexico City, making it the primary battleground for the CDMX Tourism Law's three-property cap and the registration deadline of 20 June 2026.
Colonia Juarez, a gentrified neighbourhood within Cuauhtemoc, has seen approximately 4,000 residents displaced since 2020 as long-term rentals converted to short-let inventory. The borough's combination of walkability, nightlife, restaurant density and proximity to business districts makes it the most attractive to the short-let market and the most vulnerable to displacement. Professional operators such as Virtual Homes and Kukun concentrate their CDMX portfolios heavily in central boroughs including Cuauhtemoc.
