Background
The Secretaria de Seguridad Ciudadana (Citizen Security Secretariat, SSC or SSC-CDMX) is Mexico City's municipal police authority, responsible for public order, crime prevention and emergency response across the capital. Its preventive police force numbers in the tens of thousands, organised into Proximity Police precincts alongside specialist units covering roadways, historic districts and major events. The SSC reports to the Mexico City government and is the lead agency coordinating security for large public gatherings.
For the 5 July Mexico v England Round of 16 tie at the Estadio Azteca, the SSC deployed roughly 17,000 officers as part of a roughly 40,000-strong interinstitutional operation with civil-protection, fire and health services, and reinstated a citywide dry law . It was the first major crowd test since the 30 June Paseo de la Reforma crush that killed four people, sharpening scrutiny of crowd management at the remaining Mexico City fixtures.
