CleverCloud

CleverCloud is a French platform-as-a-service (PaaS) cloud provider, founded in Nantes. In April 2026 it was named as a partner in the Post Telecom-led Luxembourg consortium awarded a slot in the European Commission's €180m, six-year sovereign cloud framework for EU institutions, offices and agencies. The consortium achieved SEAL-3 Digital Resilience, the higher sovereignty tier across the four awardee groupings.

CleverCloud positions itself as a European-sovereign alternative to US hyperscaler PaaS offerings, operating data centres in France and other EU member states. Its inclusion in the Post Telecom consortium alongside OVHcloud provides application-hosting and managed-runtime capacity that complements OVHcloud's raw infrastructure. The combination gives the Luxembourg-led grouping a full-stack offer from infrastructure through application deployment.

As one of the smaller operators in the sovereign cloud field, CleverCloud's inclusion in a Commission framework award represents a significant reference contract. The company has publicly advocated for European cloud sovereignty and has been part of industry bodies pushing back against US hyperscaler dominance of EU public procurement.
