Background

The Center for European Policy Analysis (CEPA) is a Washington DC-based think tank founded in 2005, focusing on transatlantic security and policy. It publishes research on NATO, Russian aggression, and increasingly on technology policy as a security issue — including European AI competitiveness, semiconductor supply chains, and digital sovereignty. CEPA is funded partly by European governments and NATO allies and is one of the primary conduits through which US and European policy perspectives on tech sovereignty are exchanged in Washington.
