Background

Ultima Milla (Spanish for "Last Mile") is the two-stage restricted-access perimeter Mexico City built around the Angel of Independence ahead of Sunday's Mexico-England last-16 tie, its first big test since the 30 June crush that killed four fans on Paseo de la Reforma . It forms part of a wider security uplift announced on 3 July .

The perimeter meters fan flow toward the Estadio Azteca in two stages rather than policing the stadium alone, barring street vendors and delivery riders from the zone. It runs alongside a doubled police presence of 6,000 officers on Reforma, a citywide alcohol ban from dawn on 5 July, and matchday closures on metro and Metrobus lines near Reforma.

The plan targets the walk to the ground rather than the ground itself, because the four crush deaths came on an open boulevard rather than inside a stadium. The rate at which fans arrive at Reforma, not how many are already there, is what the scheme is designed to control.
