Proyecto de Acuerdo 104 of 2026 is a draft measure before the Concejo de Medellín, the city council of Colombia's second-largest city. It is a mid-term revision of Medellín's land-use plan, and councillors began debating it on 26 September 2026.
Under the draft, tourist housing becomes a lodging use, grouped in mixed zones and along corridors close to metro stations. Platforms and host groups calculate that short lets would be allowed without restriction in 3.4% of Medellín and limited in 72%; planning director Luz Ángela González contests that calculation.
The measure moves Medellín's approach to short lets from registration paperwork towards zoning. Until the council adopts a final text, the map of where tourist housing may operate remains a draft.
