The Partido Acción Nacional (PAN) is a Mexican centre-right party, founded in 1939, that sits in opposition at federal level. Its deputies use bills to press positions on tourism, housing and public finance that the governing majority otherwise sets.
In early September 2026 PAN deputy Frida Jimena Guillén Ortiz brought back her 2023 bill for a levy on foreign guests for every night from the 21st onwards. The proposal came as the federal government sought higher visitor and Visa fees for 2027 and as the capital's tourism authority set up formal registers for hosts and platforms on 30 September.
On long stays the bill marks the party out from the government: PAN would charge by the night for extended visits, while the federal plan charges at the border. For remote workers and other long-stay visitors, it is the only proposal on the table that prices the length of a stay.
The party revives a long-stay charge
In early September Frida Jimena Guillén Ortiz, a PAN deputy, put her 2023 bill back before deputies, seeking a per-night charge on foreign guests once a stay passes its 20th night. The charge falls on visitors WHO stay for weeks, not on short-break tourists, and so reaches visitors WHO rent for a month or more.
The filing gives the opposition party its own line in a fee debate the federal government leads. On 8 September the government asked the Chamber of Deputies to lift the non-resident fee paid by every tourist to 1,334.80 pesos for 2027, and committees want the revenue package through by 15 October. The PAN bill would ADD a charge per night of stay to the government's charge per entry, and as an opposition measure it needs votes from other parties to pass.
