The Pact on Migration and Asylum is the EU's package of asylum and migration laws, published in the Official Journal on 22 May 2024. It entered into force in June 2024 and its rules apply from June 2026, after a two-year transition.
Its instruments include the Asylum and Migration Management Regulation, which decides which member state handles a claim, the Asylum Procedure Regulation, the Qualification Regulation, the Reception Conditions Directive, the Crisis Regulation and a rebuilt Eurodac database covering asylum and migration.
Member states have amended national law to fit it. Portugal transposed the Pact through Lei 62/2026, in force from 11 September 2026. The same law ended tacit approval of residence-permit renewals that the migration agency AIMA decides late, a change that sends delayed applicants to the courts.
