Background
The National Emergency Crisis and Disaster Management Authority (NCEMA) is the UAE's federal body responsible for coordinating emergency response across all seven Emirates. Since the Iran conflict began, NCEMA has managed civilian shelter-in-place orders, airspace closures, and evacuation protocols during Iranian missile and drone barrages.
NCEMA has issued dozens of public alerts during the conflict, coordinating with the UAE Ministry of Defence on timing of all-clear signals after intercepts. The authority oversees the national siren system and manages communications to residents, including the large expatriate population that comprises over 85% of the UAE's roughly 10 million people.
The authority's visibility has grown sharply during the conflict as it became the primary channel through which UAE residents receive real-time threat information, shelter guidance, and status updates during attacks.
