Executive Decree 17 of 2026, which replaces Decree 722 of 2020 on qualified-investor residence, appeared in Gaceta Oficial Digital No. 30613 in September 2026. Its text puts the floor at 300,000 balboas for a home bought new from a developer and 500,000 balboas for a resale.
The gazette dates from 11 November 1903, when the provisional government's Decree 10 created it and its first edition carried Panama's act of separation from Colombia. The Ministry of the Presidency publishes it free online. Law 53 of 2005 governs it, and Law 459 of 2024 amended that law to require consolidated texts of every law, updated twice a year, with notes marking amended, repealed or unconstitutional provisions.
Every Panamanian law, decree and resolution takes its official text from the gazette, so it is the primary record for residence rules; practitioners' summaries of a decree are secondary to it.
