Federico Gutiérrez is the mayor of Medellín, Colombia's second city, in office since 2024. He held the same POST from 2016 to 2019 and stood for president of Colombia in 2022.
His second term has run into the city's short-let boom. City figures show 8,322 registered tourist homes in 2026, against 521 in 2019. Proyecto de Acuerdo 104 of 2026, the land-use revision before the council since 26 September, would allow short lets freely in only 3.4% of the city, according to platforms and host groups opposed to it. On 28 September Gutiérrez told the industry to lobby in the open rather than behind closed doors.
The revision moves Medellín's response from registration paperwork to zoning, and the mayor's position on the final text will decide how FAR the city goes in pushing tourist lets out of residential districts.
