Background

The European Innovation Council's appointee, EQT, was reported on 3 July to be in advanced talks for a further stake in CuspAI via the EUR5bn Scaleup Europe Fund it runs, but did not appear on the round CuspAI eventually closed, leaving the UK and Dutch sovereign vehicles as the state investors that did take positions.

The European Innovation Council was created under the EU's Horizon Europe programme, with a budget of roughly EUR10bn for 2021 to 2027. It funds universities, research organisations, startups, SMEs and scale-ups through three main schemes, Pathfinder, Transition and Accelerator, offering both grants and equity investment alongside coaching and investor-access support.

As the EU's main pan-European innovation-funding instrument, its absence from CuspAI's closed cap table, despite reported talks, is being read as a data point in the wider question of whether European-level bodies can compete with national sovereign vehicles for stakes in fast-growing AI companies.
