Background

The European Innovation Council was created under the EU's Horizon Europe programme, with a budget of roughly EUR10bn for 2021 to 2027. It funds universities, research organisations, start-ups, SMEs and scale-ups through three schemes, Pathfinder, Transition and Accelerator, combining grants and equity investment with coaching and investor-access support.

Its principal instrument for growth-stage deep tech is the EUR5bn Scaleup Europe Fund, whose management it awarded to EQT in February 2026 after a competitive process. That mandate positions the EIC as the EU's main vehicle for keeping fast-scaling European technology companies anchored in European capital rather than losing them to US or allied investors.
