Adopted on 9 September 2021, Normative Resolution 45 sets Brazil's digital nomad test: a foreign income of US$1,500 monthly, or savings of US$18,000. Since 1 September 2026 the Visa it underpins is issued only electronically.

Brazil's switch to electronic-only issue of temporary visas from 1 September 2026 changed how the resolution's VITEM XIV Visa reaches applicants, not WHO qualifies. Nationals exempt from a Brazilian visitor Visa now request it through the Sistema Consular Integrado and receive it by email.
Brazil's National Immigration Council (CNIg), part of the Ministry of Justice and Public Security, adopted the resolution on 9 September 2021. It created a temporary Visa and residence permit for the digital nomad, defined as a migrant WHO uses information and communication technology to work from Brazil for a foreign employer.
Applicants must show monthly income of at least US$1,500 from a foreign payer, or bank funds of at least US$18,000, plus health insurance valid in Brazil, a criminal record certificate and a declaration that they can work remotely. Initial residence lasts up to one year and may be renewed for an equal period. Resolution 45 bars anyone WHO works for an employer in Brazil, with or without a contract.
