Background

Atos is a French IT services and cloud company formed in 1997 from the merger of Axime and Sligos, headquartered in Bezons near Paris. It has historically served large enterprise and public-sector clients across systems integration, managed services and cloud infrastructure.

The company underwent a court-supervised restructuring in 2024 over more than €4.8 billion of debt, later cut by roughly €2.1 billion, with banks and bondholders becoming its main shareholders; CEO Philippe Salle's recovery plan targets divestments, cost savings and investment in defence and high-performance computing. Atos has said it expects a return to organic growth and positive cash flow in 2026, with acquisitions planned for later in the year.

Atos launches an EU-engineered sovereign cloud

On 23 July 2026 Atos launched Atos Sovereign Cloud, an application orchestration and modernisation platform designed and engineered in the EU on open-source components, aimed at government, defence, healthcare and other regulated buyers . The launch adds Atos as a fifth named provider to a European sovereign-cloud field already shaped by the Commission's own €180 million framework, which picked four winners in April without Atos among them.

For Atos, the launch doubles as a recovery signal: it follows a 2024 court-supervised restructuring of more than €4.8 billion of debt, and CEO Philippe Salle has pointed to defence and high-performance computing as growth areas. Winning sovereign-cloud buyers will depend on convincing them Atos's finances have stabilised as much as on the platform's technical merits.
